i hope you are working on the fiscal cliff. mr. speaker, lamentably and must tell them we are not working. we are not here. we're not addressing the challenges i have just mentioned. mr. speaker, i would hope that the speaker of the house would call us back immediately to address these challenges. we have four days left before the end of this year. before all those items that i spoke about expire. the sequester happens the second of january. we ought to be working here, mr. speaker. we are not. this is a pro forma session. as a set at the beginning, a pro forma session is a session without substance and without solutions. i would urge the speaker of this house to call us back into session, to do what america expect us to do, address the challenges and find solutions. come to agreement. make compromises. make democracy and america work. give confidence to our people and to our economy. i hope, mr. speaker, that the speaker will do that. and will do it today. i yield back the balance of my time. cliff that deals with this fiscal cliff. how irresponsible is that? what that means to americans and people all across the country is that instead of starting this year by people showing the courage to solve this problem, we will move this into next year, and what that means is the first quarter, the first six months of this next year will be met with hand-to-hand combat as we deal with issues everyone knows has to be dealt with. what that really means to our citizens and citizens are run the world is our economy is not going to be what it could have been. the quality of life for americans is not on to be what it should have been because we have not acted in a way that is proper, we are not carrying out the duties that we were hired to carry out. >> i am not even sure there is a question, but your proposal is over a 10-year period. yet a trillion-dollar increase in the debt ceiling will not even last year. do you know what ever you propose cuts to medicare that everybody gets out of this -- [indiscernbile] the spending probl

the fiscal cliff obviously was the main topic. here are some of those speeches from noon today. >> the people that do all the complaining about spending, the record clearly shows -- to wars that took a trillion dollars out of the american economy. unfunded tax cuts created the worst economy in 60 years as a prescription program that costs $730 billion over the next 10 years. raising the debt ceiling authorizes you to pay back the money you have already spent. republicans in this house voted for and have a moral obligation to repay that money. mr. speaker, the american economy needs to grow much more than the projected 2% for 2013. 2% growth is not enough to sustain the current level of employment. the american economy needs robust growth of 3%-4%. we need to do nation-building, not in afghanistan or iraq, but at home, here in america. i yield back the balance of my time. the gentleman from virginia is recognized for one minute. >> mr. speaker, what we know with certainty about the bill which passed the senate? we know it has bipar

the fiscal cliff and other metaphorical geology. the biggest problem in america is family disintegration. family is the primary transmitter of social capital. [applause] 1964, lyndon johnson's labor department, produced a report. there is a crisis in the negro family today because 24% of african-americans children are being born to unmarried parents. 24% in 1964. today, one-third of all american children are born to unmarried mothers. we know what this means. we know the social pathology. we know what that means in terms of neighborhoods and schools. we have no idea what happened. we do not know why in 1950, the out-of-wedlock birth rate was 5%. we have seen family disintegration during war, famine, and pestilence. it has happened in wales, portugal, spain, all over. we do not know why. we do not know what to do about it. i will give an answer that will interest and amuse the previous questioner. when two things coincided in late 18th-century england, a grain surplus, the result was a cheap gin and a social calamity. they passed a f
